Abstract

The new steering model in Germany, as adoption of the new public management wave in 90ies, focuses to bridge the distinctions between private and public management. A relationship between recognized risks and the financial status is presented to show the different estimates of the support by risk management. In Nigeria, the new public management also came into existence in the 1990s with commercialization and privatization of state owned public enterprises. The trend started with the military regime and the return of democratic governance in May, 1999. This study compared the new public management in Nigeria and the new steering model in Germany. The study discovered that in Germany, there has been performance improvement, but the new mix of steering instruments are causing numerous unintended consequences. In Nigeria, the new public management brought about reduction in the over-bloated public service by down-sizing and right-sizing regime, and creation of autonomy in public organization. This study concluded and recommended that new public management has brought about decentralization of structures and the budgeting process in public organization, therefore, public organizations need to be accorded more autonomy in decision making so as to discourage wasteful management and cost reduction in governance.
